Invitation of R&D Project full proposal for 2012-17 at NOVOD Board” 

National Oilseeds and Vegetable Oils Development Board (NOVOD Board) is spearheading above the selected TBOs which are all having considerable time lag in providing economic sustainable productivity starting from 5 years to 10 years.  The time lag can be overcome by substituting annual, under-utilized/non-edible/edible oilseeds. 

 

During the XII Plan period, the exploitation of existing potential and augmentation of future potential of specific Tree Borne Oilseeds such as Simaroubna, Kokum, Cheura, Wild apricot, Mahua, Karanja, Neem, Jojoba etc. would be done in wastelands through development of elite planting material and model plantation, transfer of technology etc. Besides, the following three Research areas and one commercial support will also be concentrated in addition to the already ongoing 81 R&D projects of NOVOD Board:-

 

1. Identification and exploitation of new genetic resources for oilseeds:

 Currently we are using only limited 9+1 number of oilseeds species (groundnut, rapeseed & mustard, lineseed, sesamum, niger, soybean, sunflower, safflower, castor and Coconut & Oil palm) for commercial cultivation by the farmers.  The plant genetic resources of our country is enormous.  Therefore, newer and newer plant species other then the above mentioned 10 species are to be explored, identified and brought to commercial cultivation.  Identification, evaluation and promotion of non-traditional annual oilseed crops having more than 30% oil content, region specific and which are not being promoted by ICAR/ICFRE or other institutions/organizations and new TBO’s other than ongoing species.

 2. Introduction, Testing and evaluation of exotic oilseed species in India:

Numerous potential oilseed crops commercially grown in Africa and South America and other countries which need to be introduced and evaluated in our condition for both edible and non-edible purposes.  Consumer preference of edible oils are high in India when compared to rest of the world.  Since, the domestic demand of edible oil is very high, introduction of edible oilseed crops will be highly useful and if their qualities are not acceptable, it will supplement the non-edible demand of the country.  

3. Standardization of inter cropping systems for TBOs:

TBOs are planted at the spacing ranging from 3x3M to 7x7M, during the gestation period i.e. first 3 to 7 years of growth, there may not be much shade in the early stages and this area could be profitably utilized by growing annual non-edible and edible oilseeds as intercrops which will support the farmers income and supplement the non-edible/edible oilseed requirement of the country. Therefore, intercropping of annual oilseeds alongwith TBOs has to be explored extensively.

 

4. Promotion of Public Private Partnership for sustainability:

     

       Exploitation of existing plantation of TBOs through collection, oil extraction, value addition, marketing. The Board has implemented the plantation programme of TBOs in about 21,000 ha. area in the country, which has starting fruiting and the yield will be stabilized after 6 to 7 years from completion of gestation period (3-7 years).  Commercial oil extraction, bio-fuel production from non-edible oilseeds and value addition has to be initiated using these plantations.  The R&D programme carried out during the last decade resulted in identification of 27 high yielding plus trees performing well across the country.  These plus trees are to be clonally multiplied and planted in large scale more than 100 ha clonal plantation under Public Private Partnership mode for running economically viable units.  Board will facilitate in making available clones of these identified plus trees for plantation by extending suitable support.

 

5.    Evaluation of olive plantation at Himachal Pradesh, Uttrakhand, Jammu & 

        Kashmir, the Nilgiris and Rajasthan.

Olive being highly valued oil of edible and industrial use, needs to be promoted through survey of existing olive native plants in Himachal Pradesh, Uttrakhand, Jammu & Kashmir and the Nilgiris; identification of plus trees; evaluation of olive plantation in rainfed area and macro propagation of olive plus trees.  The Board intended to promote olive in potential state initially through demonstration and R&D Programme.

6.   Development of elite planting material & model plantation

The existing potential of TBOs is either naturally grown or cultivated on farmers/community lands from unknown seed sources with low seed yield and oil content.  There is need to enhance the availability of oilseeds both edible and non-edible vertically by increasing productivity and horizontally by area expansion. The later approach requires development of elite planting material with high seed yield, oil content, resistant to biotic & a-biotic stresses etc.  The elite planting material need to be developed having above desired characteristics and planted on wastelands, community land forest/degraded lands etc. by adopting standardized package of practices and post harvest technologies.   This will ensure qualitative & quantitative oilseeds production.

7.     Transfer of technology

The scientific know-how need to be disseminated among field functionaries (representatives from oil industry & trade, govt./semi-government organization/ institution, cooperative, corporation etc.) and primary seed collectors through trainers and farmers training to harness the existing potential, improve the quality of collection and to fetch remunerative prices to the primary seed collectors for their produce.  The awareness programme need to be organized in potential areas at grass root level i.e. village/panchayat level.
