National Oilseeds and Vegetable Oils Development Board

The country has enormous potential of oilseeds of tree origin like Cheura (Diploknema butyracea), Jatropha (Jatropha curcas), Jojoba (Simmondsia chinesis) , Karanja (Pongamia pinnata), Kokum (Garcinia indica), Mahua (Madhuca indica), Neem (Azadirachta indica), Simarouba (Simarouba glauca), Tung (Aleurites species) , Wild apricot (Prunus armeniaca) etc. which can be grown and established in the wasteland and varied agro-climatic conditions. These have domestic and industrial utility like agriculture, cosmetic, pharmaceutical, diesel and substitute, cocoa-butter substitute etc. Most of these TBOs are scattered in forest and non-forest areas and hardly 20% of the existing potential is being crushed and utilized that too of poor quality and the rest potential is going waste.

The Board has been entrusted with the responsibility for integrated development of tree borne oilseeds (TBOs) with focus on generation of rural employment through exploitation of existing potential and augmenting the future potential. The brief objectives of the scheme are as below:-

1. Exploitation of existing potential

Establishment of model seed/produce procurement centres.
Installation of pre-processing and processing equipments like cleaner, grader, decorticator, dehuller, depulper, drier, oil expeller etc.
Awareness programme through trainers/farmers training and publicity

2. Augmentation of potential

Raising of quality nursery
Plantation of seedlings in degraded and wastelands
Maintenance of plants for 2 years after plantation

3. Need based research programmes

Tree improvement, standardization of propagation and agro-techniques, disease and insect-pest management etc.
Value addition in oil and deoiled meal.
Design & development of pre-processing and processing facilities for extraction of quality oil from TBOs.

The manner of execution of programmes & procedure followed:

Every year proposals for grant/subsidy are sought from various organisations such as State Departments of Agriculture (SDA), State Departments of Forest (SDF), State Departments of Horticulture (SDH), Institutes of ICAR/CSIR/ICFRE, State Agricultural Universities (SAUs), Corporations, Co-operatives, Federation, reputed NGOs etc. as per available Pattern of Assistance, under Promotional programmes.

The proposals received in the Board are scrutinized by a Committee i.e. "Project Appraisal Committee" (PAC) under the Chairmanship of Executive Director, NOVOD Board. The recommendation of PAC is placed in the meetings of Managing Committee for its consideration for approval.

The approval of schemes/Programmes is vested with the Managing Committee only.

After the approval of the schemes by the Managing Committee, sanction of the scheme along with the Physical & Financial targets are communicated to the concerned organisation.by the dealing division(s), as per the existing Pattern of Assistance.

For release of the fund, proposal is initiated by the dealing division(s) and are submitted to Director (Production).

Director (Production), gets these release proposals examined by a Committee i.e Fund Release Committee(FRC).

FRC submits its recommendations to Director (Production).

Executive Director is the approving authority for release of funds. Director (Production) submits the recommendations of FRC to Executive Director.

After the approval of the release proposal by the Executive Director, it is sent to Accounts Section of the Board functioning under the supervision of Finance & Accounts Officer who is also the Drawing & Disbursement Officer (DDO) of the Board, for preparation of DD for release of payment to the organisation.

The dealing division(s) communicate the release of fund along with physical & financial targets to the concerned organisation.
